Notice: On January 13, 2006 the USCG published a major rule change that was effective immediately.

To summarize - effective for any license application submitted on or after 1/13/2006 for an original, renewal, or upgrade, the mariner must appear at a USCG REC at some point in the process to be identified and fingerprinted by USCG REC personnel.
