Notice: On January 13, 2006 the USCG published a major rule change that was effective immediately. To summarize - effective for any license application submitted on or after 1/13/2006 for an original, renewal, or upgrade, the mariner must appear at a USCG REC at some point in the process to be identified and fingerprinted by USCG REC personnel. His services will be of paramount value to any professional mariner who needs an original license, renewal or upgrade. Note that mariners who submit license packages without such professional assistance are currently experiencing delays of up to six months at some RECs. |

Types of vessels that this international convention IS applicable to:
1. Most seagoing (seaward of the Boundary Line) commercial vessels over 200 GT.
2. Inspected commercial vessels that make voyages to foreign ports (regardless of tonnage).
Types of vessels that the convention IS NOT applicable to:
NOTE: Technically, this convention does apply to uninspected passenger vessels (6-packs). However, the U.S. has decreed that "6-pack" vessels operating in compliance with applicable laws and regulations are deemed to meet the requirements of the convention with no further training or certificates required of the crew.]1. Inland vessels (shoreward of the Boundary Line and the Great Lakes) regardless of tonnage.
2. Seagoing vessels less than 200 GT that do not make voyages to foreign ports.
